You would need to contact a roofer to plug/repair the holes in the soffit boards. I personally ( and most guys I work with) wouldn't mind handling and removing the birds.

One of my favorite fellows, a feral I rescued 11 years ago, ended up with a seriously hobbled leg due to joint deterioration because of salmonella contracted from rodents in the loft.
